Bayan Villa iDesign and Cafe invitation

Hello all, I have sent invitations to join me to write for iDesign and Cafe.

Bayan Villa iDesign is to share everything about design, be it interior or exterior. When you visit a home deco fair, you may have some ideas that you would like to share. iDesign is a good place, a good channel for you to write about how you think about everything you see in the fair. Who knows, your fellow neighbours may give you a better option or solution, right?

Bayan Villa Cafe is everything about eat and drink. I have mentioned there “Tidak Ditanggung Halal” as we might share something like bak kut teh on the blog and I think it is offending our Muslim neighbours if they happen to drop by the entries unintentionally. But of course, we would share some Halal food on Cafe too, I will tag “Halal” on those halal food so that you will not mistakenly enter the wrong sites. By the way, I love sup kambing.

I think it is better to have more people to share their ideas with others. I welcome you to contribute your ideas and post it on the blogs above. This is useful especially for those who are not familiar with Seri Kembangan very well.

Also, we can organise gathering session to know each other better, and to discuss about Bayan Villa, probably to form a committee of Bayan Villa during the first gathering, what say you? We can visit the suggested restaurants mentioned in Cafe, try out the food and write a review, so that our new neighbours who come from other places know where to crave for good food or something?

Cafe: Restoran Chan Yew Kee

Purchaser Au and I had dinner in last Friday. Together with us were my wife and Au’s girlfriend.

I suggested Restoran Chan Yew Kee, a restaurant I visit to usually. Coincidentally we bumped into Mr. David and the salespersons from Bukit Ikhlas Development at the restaurant.

We ordered a pissing-prawn fried with salted-egg (咸蛋赖尿虾) – one of my favourite, a vegetable (I have problem to remember all the veges’ name), and a tomatoed-pork (ku-lou-yuk or 古佬肉). I do not have the address with me now, but you can search for its GPS location at 3.0150 ,101.7006.

Certificate of Fitness (CF)

THE certificate of fitness (CF) is an official document issued by the Local Authority to acknowledge that a certain building is safe and can be occupied.
According to the Uniform Building By-laws 1994 (UBBL), no one can occupy or be allowed to occupy any part of a building unless a CF or a temporary CF has been issued according to the Street, Drainage and Buildings Act.

If this is not adhered to, the person can be charged in court. The CF can be issued only after certain conditions as stipulated in the UBBL are followed. The CF will be issued after:

  • the person submitting the plan, such as an architect, has acknowledged in writing or in the application form, that is, Form E, that he had supervised the construction of the building. To his knowledge, the building has been built according to provisions under the UBBL. He has agreed to take full responsibility for the parts related to them;
  • officers of the Local Authority have inspected the building; and
  • conditions imposed by the Local Authority when approving the building plans pertaining ti basic amenities such as access roads, landscape, parking space, drainage, water, electricity, elevators, fire hydrant, garbage disposal and other facilities have been prepared.

Usually these basic amenities are verified by the related technical agencies such as the Waterworks Department, Tenaga Nasional, Fire and Rescue Department, the Works Department and others.
Once a building has been completed, a certificate of fitness, or CF, must be issued by the local council before the buyer can move in. In this article, we look at who is responsible for obtaining the CF and how it is done.

In other words, the CF application can only be put forward by the person who submits the plan such as an architect or the developer who has supervised the building construction. The local council will only issue the CF after all the conditions stipulated have been met. This is to ensure that building is safe for occupancy by the buyer.

Changes were made to the UBBL in 1999. They are as follows:

  • A CF is not needed for bungalows built separately but the architect needs to issue a certificate of completion and compliance.
  • For other building, the CF is deemed issued although the relevant local council has not issued it within 14 days after the date the application or Form E has been received.

However, these amendments to the UBBL will only take effect after all states gazette the changes. House buyers who want to do renovation can only do so after the CF has been issued by the Local Authority.
Nevertheless, the buyer needs to obtain approval from the Local Authority first. The developer is responsible for the building for 18 months from the date of the Vacant Possesion or from the date the keys are given to the buyer. If there are some defects in the building such as leakage in the ceiling or water pipes during that period, the onus is on the developer to repair the damage.

Structural failures such as cracks are the responsibility of the life span of the building. House buyers facing these problems should report to the local councils with details and photographs to facilitate the investigations.

Under the UBBL, the Local Authority can order the original consulting engineers to furnish the plans of the report explaining the courses of the defects during the time stipulated. In the case of failure on the part of the consulting engineers to cooperate, the local council or the owner of the building can lodge a report to the Board of Engineers Malaysia for the necessary action.

Certificate of Fitness progress (CF) – October 8, 2009

I have yet to receive the checklist from Mr. David, he said it takes sometime to get done as there are so many forms that the architect has to prepare. I think Mr. David has misunderstood what I am trying to ask for. I just need a list of all the required “sokongan” from the correspondent authorities, but not the paperworks or documents they need to submit to the authorities.

The Certificate of Fitness (CF) is an official document that is issued by the city’s authority to acknowledge that a building is safe to be occupied. I have searched through the internet and got some information about CF. I also called Mr. David to remind him about the checklist, I asked Mr. David about access road from Wang Soon site, and checked on the status of work progress.

The Certificate of Completion and Compliance (CCC) has been introduced since April 2007, and came into force effective by April 12, 2007. The CCC replaces the Certificate of Fitness Occupation (CFO) previously issued by the local authority (Pihak Berkuasa Tempatan, PBT). The CCC is issued by the project’s Principal Submiting Person (PSP, not PlayStation Portable) who is a professional Architect, Professional Enginner or Registered Building Draughtsman.

Then, why are we waiting for the CF instead of CCC? The reason is that CCC can only be issued for projects that have obtained their Building Plan Approvals after April 12, 2008. This is because under the new CCC system, a responsibility process matrix is introduced. Each construction process needs to be verified by professionals and contractors or trade contractors. Twenty-one stage certification forms need to be endorsed along the entire process. These are included as new schedules (Form Gs) under the revised UKBS 1984 (Amendment) 2007 (Uniform Building By-Laws). The list of all twenty-one stage certification forms shown as below:-

According to David, the stage certification of CCC and CF (or CFO) are more or less the same. But CCC endorsements are done by the professionals, but CF is by the local authority, the local authority is MPSJ for our case. Since we have had a meeting with En. Ismail, the Pengarah Perancangan Bandar of MPSJ, and he has said to us that the process of CF application can be completed within 2 weeks provided the developer meets all the requirements and completed the project according to the DO (Development Order), it sounds good for us and the developer too.

I am still waiting the CF application checklist from Mr. David, he said his architect needs sometime to prepare it. He said we can refer to the CCC checklist for the time being. I am fine with it as their main priority is not to please us by showing us what they are going to do, but to chase their time to complete everything the soonest. Therefore, we will refer to the CCC stage certification list until Bukit Ikhlas’s architect has got the proper list for us, even so, we can call up Bukit Ikhlas to check the status of the CF process regularly, I will check with either David or Kenneth on this from time to time, and update you guys here.

According to David, they will start submitting the first form which is the “soft-scape” by the third week of October, but he is pushing the architect to get it done by mid of October. The “soft-scape” is something like grass and trees as what David told me. He said there are about fourteen endorsements in CF, it is not as many as twenty-one in CCC. He said the rest of the endorsements are from Syabas, Indah Water, the Fire Department, also for the “hard-scape” such as the roads and drains, and a few more which he can’t remember.

He also said that TNB has just got all the underground-cabling done in the site. Now, their workers have to clean up the sites before tarmac repavement starts as the digging work for laying cables by TNB had caused the whole site very messy. You can see this in Chafoo’s photos.

In one of the previous entry, I did mention that it looked as if we are getting a twin double-lane access road connecting to Wang Soon site. I was wrong, it has been confirmed by Mr. David that it is a one lane road for each direction instead of something like I what illustrated here.

I reillustrated the Wang Soon access road after the getting clarification from Mr. David. It is a two-single-lane road instead of a two-double-lane as I mentioned previously.
